Over the course of 20 years, Pump has served in various executive leadership roles in Colorado Springs. Before joining PDI, Pump spearheaded and launched Peak Vista Community Health Center’s renowned Developmental Disability Health Center, which has been recognized internationally for its unique and innovative healthcare platform.
In addition to the Colorado Health Benefit Exchange Health Plan Advisory Group, David has served on boards for Homeward Pikes Peak, Colorado Community Health Network Ventures, Inc., and the Community Health Provider Alliance Coordinated Access To Community Health committee, and was on the board for the Springs Rescue Mission.
Additionally, David chaired the Colorado Operations Directors Advisory Network and the board of directors for the Colorado Community Health Network — a statewide association for community health centers.
David earned a bachelor’s degree in business communication from Jones University in Denver and is a graduate of the Johnson and Johnson-UCLA Healthcare Executive Program and the Leadership Pikes Peak’s Signature Program, where he received a Community Trustee Award.
David is the immediate past President of the Medical Service Board. Personally, David and his wife Heather enjoy spending time with their five children and three grandchildren.
Mitch Brown Chief Operating Officer
Mitch holds a master’s degree in business administration and a bachelor’s degree in business management with a minor in Leadership from Colorado State University-Pueblo.
He worked in community banking from 2003–2023, focusing on community and economic development. Mitch has volunteered with numerous community organizations and nonprofit boards throughout Pueblo.
Born and raised in Pueblo, CO, Mitch enjoys spending time with his wife Natalie, their children, and their Bernese Mountain dog. His interests include golf, traveling, camping, and Colorado sports.
Ted Cook Chief Financial Officer
Ted has served as Chief Financial Officer at Pueblo Diversified Industries since January 2021. Prior to PDI, he worked at the Housing Authority City of Pueblo and as Director of Finance at El Pueblo Boys & Girls Ranch.
His earlier career included roles as an auditor at Atchley & Associates in Austin, Texas, and Crowe LLP in Denver. Ted holds a BSBA from the University of Northern Colorado.
Nikkii Chartier Chief Programs Officer
Nikkii Chartier is the Chief Programs Officer for Pueblo Diversified Industries (PDI). A native of Danielson, Connecticut, Nikkii volunteered extensively as a peer mentor, Special Olympics volunteer, and at a Program Approved Service Agency in Massachusetts.
A proud mother of three grown children and grandmother of four, Nikkii navigated school systems in Georgia, Texas, and Colorado after her child received a diagnosis in 2012.
She began her career at PDI in 2013 as a Direct Support Professional. Nikkii holds a Master of Industrial/Organizational Psychology and oversees all Human Services Programs at PDI.

Heather Kersten Senior Director of Human Resources
Heather Kersten is a Pueblo native who graduated from Pueblo Community College in Pueblo, Colorado. She continued her professional education through Mountain States Employer Council (MSEC), Society for Human Resources Management (SHRM), American Payroll Association (APA), Business Service Management (BSM), and the Southern Colorado International Project Management Association in Human Resources (IPMA-HR).
With over 28 years of experience in Human Resources, Heather strives to provide excellent customer service to all individuals. She is an advocate of education, collaboration, and open communication.
Heather brings nearly three decades of experience in conflict resolution, legal compliance, and analytical problem-solving, focused on balancing employer–employee relationships.

Heather is a Colorado native and Pueblo South graduate. She enjoys gardening, outdoor adventures, music, and helping others whenever possible.
Ed Pilot Senior Director of Operations
Ed Pilot joined Pueblo Diversified Industries (PDI) in January 2014 and brings over 40 years of experience in manufacturing, fulfillment, and distribution management. He leads key operational areas including manufacturing, maintenance, fleet management, and ISO 9001:2015 quality.
Ed’s leadership ensures operational excellence and quality across PDI. Outside of work, he enjoys spending time with family and his granddaughter.
Adam Carmel Director of Business Services
Adam Carmel has nearly a decade of experience in the non-profit IDD field and serves as Director of Business Services at Pueblo Diversified Industries.
He began at PDI in finance as a staff accountant and advanced through project management and IT oversight roles. Adam is driven by improving lives and values the relationships built through his work.
He is grateful for his family: fiancé Mickie and their son, Casey James.
Terri Weldon Director of Community Engagement
Terri Weldon is the Director of Community Engagement at Pueblo Diversified Industries. A Pueblo native, she is a mother of five and grandmother of six.
With 17 years of call center management experience, Terri has earned multiple awards. She is a Certified Nursing Assistant and a passionate advocate following her daughter’s GLUT1 diagnosis.
Terri serves on several local nonprofit boards and is a Leadership Pueblo alum.
